The objectives of this research paper were 1) to study the effectiveness of public services of the Phra Kru Subdistrict Administration Organization, Mueang Buriram District, Buriram Province 2) to compare the effectiveness of services of the Phra Kru Subdistrict Administration Organization. and 3) study the problems, obstacles, needs and opinions of the service recipients, Phra Kru Subdistrict Administration Organization, Mueang Buriram District, Buriram Province, classified by gender, age, education level, occupation, Population and sample groups as follows: people in the administrative area of Phra Kru Subdistrict Administration Organization 390 people and used the accidental sampling method. The research instruments used in the questionnaire are characterized by item checking, estimation scale, descriptive statistical analysis, consisting of: Frequency distributions, percentages, averages, and standard deviations Comparison of the effectiveness of public services of the Phra Kru Subdistrict Administration Organization Mueang Buriram District, Buriram Province Classified by gender, by side, classified by gender, analyzed using t-test statistics, Independent for 2 variables, and analysis by F-test for more than 2 variables and open-ended The results of the research were as follows

บทความวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาศักยภาพภาวะผู้นำของผู้นำชุมชนบ้านกระเจา ตำบลลำดวน อำเภอกระสัง จังหวัดบุรีรัมย์ 2) เพื่อศึกษาแนวทางการพัฒนาภาวะผู้นำของชุมชน บ้านกระเจา ตำบลลำดวน อำเภอกระสัง จังหวัดบุรีรัมย์ ผู้วิจัยได้กำหนดครัวเรือนเป็นกลุ่มตัวอย่างทั้งหมด 147 ครัวเรือน เครื่องมือที่ใช้ในการวิจัยได้แก่แบบสอบถาม และการสัมภาษณ์แบบเจาะลึก (In-Depth interview) การวิเคราะห์ข้อมูลและการหาค่าสถิติในการวิจัยครั้งนี้ ผู้วิจัยได้วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติมาประกอบวัดค่าความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลวิจัยพบว่า ความพึงพอใจต่อผู้นำรายด้าน เมื่อพิจารณาโดยภาพรวมพบว่าอยู่ในระดับมากที่สุด 6 ข้อ เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านความสามารถในการจัดการ ( = 4.99, S.D.= .116) ด้านความมุ่งมั่นในการทำงาน ( = 4.98, S.D.= .149) ด้านทักษะความรู้ ( = 4.98, S.D.= .156) ด้านมนุษยสัมพันธ์ ( = 4.98, S.D.= .156) ด้านคุณธรรมจริยธรรม ( = 4.97, S.D.= .163) ด้านบทบาทการรักษาความสงบเรียบร้อย ( = 4.97, S.D.= .169) ตามลำดับ

Subject research “Participation of the community organization council in local administration, a case study of the community organization council in Nang Rong District Buriram Province” is intended to study. Research this time has defined variables in participation in local administration There are 4 aspects: (1) Participation in decision-making, (2) Participation in activities, (3) Participation in benefits, and (4) Participation in evaluation. and variables that affect the participation of local administration. There are a total of 5 aspects, namely and classified by sex, age, level of education. Occupation and average monthly income The sample group was obtained from the community organization council committees from 4 districts in Nang Rong District. Buriram Province, 50 people. The tools used for data collection were questionnaires with 5-point estimation scale and open-ended questionnaires. Statistics used in data analysis were percentage, mean and standard deviation. The samples were compared by t-test and one-way analysis of variance (F-test).

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชน 2) เพื่อพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชน 3) ศึกษาปัญหาและแนวทางแก้ไขความร่วมมือของประชาชน 4) เพื่อศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการพัฒนาชุมชน โดยใช้แบบสอบถามเป็นเครื่องมือในการวิจัย กลุ่มตัวอย่างในการวิจัยครั้งนี้ จำนวน 238 คน ใช้วิธีการสุ่มตัวอย่างแบบบังเอิญ (Accidental Sampling) สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าความเฉลี่ย ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน และปัจจัยที่มีอิทธิพลการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนด้วยสถิติ การวิเคราะห์การถดถอย (Regression analysis)

ผลการวิจัยพบว่าปัจจัยด้านกายภาพและสภาพแวดล้อม (𝑥̅=4.50) อยู่ในระดับมากที่สุดรองลงมาด้านการเมืองและการบริหาร (𝑥̅=4.44) ด้านร่วมรับรู้ (𝑥̅=4.20) ด้านสังคมและเศรษฐกิจ (𝑥̅=4.17) ด้านร่วมคิดร่วมแสดงความคิดเห็น (𝑥̅=4.08) ด้านร่วมรับผล (𝑥̅=4.25) อยู่ในระดับมาก ด้านร่วมดำเนินการ (𝑥̅=4.12) อยู่ในระดับปานกลาง และด้านร่วมคิดร่วมตัดสินใจ (𝑥̅=4.06) อยู่ในระดับน้อยสุด เมื่อทำการวิเคราะห์ข้อมูลโดยวิธีการถดถอยพหุคูณเมื่อเพื่อทำนายอิทธิพลของปัจจัยทั้ง 3 ด้าน พบว่าด้านสังคมและเศรษฐกิจ (𝜷=.341) ด้านการเมืองและการบริหาร (𝜷=.204) ด้านกายภาพและสภาพแวดล้อม (𝜷=.133) มีอิทธิพลต่อการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนบ้านก้านเหลืองอย่างมีนัยยะสำคัญทางสถิติที่0.5

For this reason, the United Nations Charter should be amended regarding the use of the right of Veto by considering the amendment of Article 27 of the United Nations Charter to cancel the right of Veto to prevent permanent members of the United Nations Security Council. From using this prerogative in any way other than for the maintenance of common international peace and stability, In cases where it is not possible to amend the Charter of the United Nations so as to abolish the Veto. Article 27 provides for additional rules on the exercise of the Veto by providing that, for the Veto to be fully effective by a permanent Member, it must be affirmatively voted by the other Members.
