Administrative Factors In 21st Century Affecting the Effectiveness of The Student Support System Operations In World Class Standard Schools Under the Secondary Educational Service Area Office Sakon Nakhon

The purposes of this research were to compare, investigate the relationship and predictive power, and establish guidelines for developing 21st Century administrative factors affecting the operational effectiveness of the Student Care and Support System in World-Class Standard Schools under the Secondary Educational Service Area Office of Sakon Nakhon, classified by status and work experience. The sample included 333 participants in the academic year 2025, consisting of 21 school directors, 21 deputy school directors, 21 heads of the Student Care and Support System, and 270 teachers. The sample size was determined using the Krejcie and Morgan table, and participants were selected through Simple Random Sampling. The instruments for data collection included questionnaires and interview forms. The questionnaire on 21st Century administrative factors had a reliability of 0.954, and the questionnaire on the operational effectiveness of the Student Care and Support System had a reliability of 0.900. Statistics for data analysis included frequency, percentage, mean, standard deviation, F - test, One - Way ANOVA, Pearson’s Product Moment Correlation Coefficient, and Stepwise Multiple Regression Analysis. The findings were as follows: 1. The 21st Century administrative factors were overall at a high level. 2. The operational effectiveness of the Student Support System was overall at the highest level. 3. The comparison of the 21st Century administrative factors classified by status showed a statistically significant difference at the 0.01 level, but classified by work experience showed no significant difference. 4. The comparison of the operational effectiveness of the Student Support System classified by status showed a statistically significant difference at the 0.01 level, but classified by work experience showed no significant difference. 5. The 21st Century administrative factors and the operational effectiveness of the Student Care and Support System showed a positive correlation at the 0.01 level of significance with a high correlation (rXtYt = .744). 6. The 21st Century administrative factors could predict the operational effectiveness of the Student Support System at the 0.01 level of significance in three aspects: Personnel Development and Strengthening Strong Teamwork Networks (X1), Efficiency of Budget and Educational Resource Management (X4), and Use of Digital Technology in Developing School Quality (X2), with the predictive power of 56.60 percent. 7. Guidelines for developing 21st Century administrative factors affecting the operational effectiveness of the Student Support System in World Class Standard Schools under the Secondary Educational Service Area Office Sakonnakhon were recommended in three aspects as follows 1) Personnel Development (X1): Personnel development must establish shared goals, 2) Efficiency of Budget Management (X4): The budget should be allocated efficiently. 3) Use of Digital Technology (X2): Digital technology should be utilized to enhance personnel development and improve operational systems for greater efficiency
