Legal Measures for Controlling Rabies by Local Government The Case of a Stray Dog

Abstract

This research aims to study the concept of stray dogs, examine the laws related to rabies control by local government in the case of stray dogs, and propose recommendations for solving the issues related to rabies control by local administrative organizations in the case of stray dogs.

            The research found that stray dogs are those abandoned by their owners, not residing in households, and without anyone to take responsibility for their care. They live freely by nature. The laws that empower local government to control rabies include the Rabies Act B.E. 2535 (1992), the Public Health Act B.E. 2535 (1992), the Animal Epidemic Act B.E. 2558 (2015), and the laws establishing local government.

            The researcher proposes that local government should expedite the process of drafting regulations or ordinances regarding the control of animal breeding or release, including issuing regulations, ordinances, orders, or announcements. This is to address the issues of animal registration and to address the vaccination against rabies for future stray dog cases.
