Abstract

This research aimed to: 1) develop the components of student care and support system management in provincial kindergarten schools; 2) confirm the identified components; and 3) examine the priority needs of the components of student care and support system management. The research procedures were as follows: 1) the components were derived through a systematic review of relevant documents and related research; 2) component confirmation was conducted through in-depth interviews with nine experts using a structured in-depth interview guide, with data analyzed by content analysis; and 3) priority needs were assessed using a questionnaire administered to a sample of 384 school administrators and teachers from provincial kindergarten schools, with data analyzed using the Priority Needs Index (PNI _modified)..

The research findings revealed that: 1) the components of student care and support system management in provincial kindergarten schools consisted of eight components: individual student data collection, student screening, student promotion and development, problem prevention and remediation, referral, personnel capacity development, monitoring and evaluation system, and collaborative network building; 2) regarding component confirmation, student promotion and development and problem prevention and remediation received a frequency value of 9 (100.00%), individual student data collection, student screening, and referral received a frequency value of 8 (88.89%), collaborative network building received a frequency value of 7 (77.78%), and the monitoring and evaluation system received a frequency value of 6 (66.67%); and 3) the mean Priority Needs Index (PNI _modified) for student care and support system management in provincial kindergarten schools was 0.189.
