Abstract

Outcome-Based Education (OBE) is an educational approach that emphasizes designing learning processes to bring about changes in learners' knowledge, skills, and attitudes as defined by specific goals. It is characterized by flexibility in learning management, scheduling, goal setting, measurement, and evaluation. The key principle of outcome-based education is setting learning outcomes, with the expectation that all learners achieve success. Designing outcome-based learning is a learner-centric process, where the learning outcomes are the primary objective. The learning process involves
diverse methods of learning management and assessing competencies and characteristics through various means and the assessment results are used to continuously develop learners. The three-step process in designing of outcome-based learning consists defining learning outcomes, designing of outcome-based learning management and outcomes-based assessment methods. The results of designing outcomes-based learning activities found that teachers collaboratively plan the learning outcomes, design learning outcomes, class schedules, outcome-based learning management, outcome-based assessment criteria that align clearly with the course objectives and clear teaching methods. There are clear goals and expectations between teachers and learners. Teachers allocate necessary resources to learners to achieve goals, can decide which skills are necessary for learning each subject. The leaners achieve goals derived from educational objectives. It promotes learners' learning methods, allowing flexibility and independence in learning with their own styles. The Learners have clear goals and pathways to success in their learning. They are provided with opportunities to achieve success using contemporary approaches and have the chance to build practical knowledge and skills using methods suitable for themselves. This academic article aims to present concepts about outcome-based education, importance of outcome-based education, framework for outcome-based education, outcomes-based curriculum development, designing of outcome-based learning activities, outcome-based assessment methods, a case study for application of outcome-based learning management in classroom and the challenges of outcome-based learning management.
