Tax Planning under Renewable Energy Incentives: Evidence from Solar Rooftop Policy

Abstract

This article aims to study and analyze tax measures to promote the installation of rooftop solar power systems in Thailand. It examines the role of tax measures as a fiscal instrument used by the government to stimulate investment in clean energy, reduce electricity costs for citizens, and support the sustainable energy transition goals. Data is collected and analyzed from tax laws, government measures, reports from relevant agencies, and academic literature on environmental taxation, renewable energy, and tax incentives. The study found that Thailand's rooftop solar tax measures have the potential to incentivize households and businesses to invest more in clean energy. However, significant limitations exist regarding the clarity of criteria, accessibility of taxpayers' benefits, the adequacy of the deduction limit, and the linkage between the tax measures and the overall power purchase agreement and energy policy. Compared to other countries, successful initiatives tend to design tax measures that are coupled with financial mechanisms, energy regulations, and continuous investment support systems. Therefore, Thailand should develop clearer, fairer, and more aligned rooftop solar tax measures to suit the capabilities of different taxpayer groups. Furthermore, a monitoring and evaluation mechanism should be established to ensure the measures effectively promote renewable energy and strike a balance between economic benefits, energy sustainability, and government fiscal efficiency.
