Guidelines for Promoting the Practice of Educational Administrators in Accordance with Ethical Standards Under the Phichit Primary Educational Service Area Office 1

Abstract
This research aimed to study the ethical standards practiced by school administrators under the Phichit Primary Educational Service Area Office 1 and to examine guidelines for promoting these ethical standards among school administrators under the same office. The research was conducted in two stages: Stage 1 involved studying the ethical standards practiced by school administrators. The sample consisted of 291 school administrators and teachers from the Phichit Primary Educational Service Area Office 1 (25 school administrators and 266 teachers), selected using stratified random sampling. Data was collected using a 5-level Likert scale questionnaire and analyzed using mean and standard deviation. Stage 2 involved studying guidelines for promoting ethical standards practiced by school administrators. Data was collected from three experts through interviews and analyzed using content analysis. The research findings revealed that: 1. The ethical standards practiced by school administrators were found to be at the highest level. Considering each aspect, the aspect with the highest mean score was adherence to the nation's core institutions, followed by maintaining a positive role model and preserving the image of the government. The aspect with the lowest average score was performing duties fairly and without discrimination, in that order. 2. The study on guidelines for promoting ethical conduct among school administrators under the Phichit Primary Educational Service Area Office 1 found that: 1) The Phichit Primary Educational Service Area Office 1 and schools should clearly define policies and guidelines for the work and conduct of school administrators and establish clear ethical evaluation criteria. 2) School administrators should be encouraged to uphold moral values and perform their duties with honesty, integrity, and transparency. 3) Opportunities should be provided for all stakeholders to express their opinions and to be subject to scrutiny.
