The guidelines to developing the strategic leadership of school administrators under the Phitsanulok primary educational service area office 1

Abstract
The purposes of this research were: 1) to study the needs assessment of strategic leadership among school administrators, and 2) to study the guidelines for developing strategic leadership of school administrators. The informants consisted of 99 school administrators from schools under the Phitsanulok Primary Educational Service Area Office 1, selected through census sampling without random sampling, and 3 experts selected through purposive sampling. The research instruments included a questionnaire on current conditions and desirable conditions with a reliability coefficient of 0.96, and an interview form regarding guidelines for developing strategic leadership of school administrators. Data were analyzed using mean, standard deviation, needs assessment index (PNI Modified), and content analysis. The research findings were as follows:
- Needs Assessment of Strategic Leadership Schools under the Phitsanulok Primary Educational Service Area Office 1 demonstrated current conditions of strategic leadership among school administrators at a high level overall, with the highest mean score found in the dimension of participatory plan implementation. The desirable conditions of strategic leadership were rated at the highest level overall, with the highest mean score also found in the dimension of participatory plan implementation. The overall needs assessment index was 0.047, and the dimension of operational direction setting yielded the highest needs assessment index.
- The guidelines for developing strategic leadership of school administrators comprise the following key aspects: 1) Strategy Formulation: School administrators should encourage the participation of teachers, personnel, and stakeholders in defining the vision and mission. This should be accompanied by systematic planning, as well as structured monitoring and evaluation systems. 2) Direction Setting: School administrators should remain aware of changes and be open to adopting digital technologies and artificial intelligence for management purposes. They should also promote knowledge sharing through professional learning communities (PLC). 3) Participatory Implementation: School administrators should analyze both internal and external environments when formulating strategies. All sectors should be encouraged to participate in developing action plans. Implementation should be driven in accordance with the plan, with clear communication to ensure that all personnel understand and move toward the same organizational direction. 4) Performance Evaluation: School administrators should raise awareness among all personnel regarding the importance of quality assurance. Information systems and the PDCA (Plan–Do–Check–Act) cycle should be utilized to monitor and evaluate performance. Continuous quality improvement should be carried out in alignment with educational standards, using indicators as a framework for ongoing assessment.
