Abstract

Democracy is a form of both government and a way of life that adheres to the principles of equality, rights, and freedom, including human dignity. In a democratic regime, everyone has equal rights and freedom, and importantly, the government that rules and administers the country must come from the people. The heart of democracy is elections. The heart of elections is political parties, which is a popular saying in societies with democratic regimes. Because whether a country is considered democratic or not, that country must have elections, and the election must be appropriate to the context of that country's society and be in accordance with universal democratic principles. In addition, elections must support political parties to be strong and have a role in parliament (especially in countries that use a parliamentary system), which is like a vehicle for bringing representatives of the people to participate in politics. There are two types of democratic forms of government: the first type is direct democracy, which is a form of government that allows all citizens to participate directly in political decision-making, whether in terms of legislation or policymaking, and the second type is indirect democracy through representatives. Indirect democracy, or popularly known as representative democracy, is a system of government in which citizens elect representatives to represent them in parliament and actively participate in government administration. Electoral system is a method and mechanism for changing the votes of voters into the number of representatives of the people who win the election to serve in the parliament or hold other positions such as president, mayor, governor or perform other duties as representatives of the people who come from the election. Electoral system is a measure of the level of democracy and is also something that political institutions use to determine the shape of the rules of conduct. It also affects the government that will enter to govern the country. The researcher will pick up the electoral system that appears around the world (Electoral System).
