Stakeholders’ Needs Assessment for the Development and Formulation of Learning Outcomes of the Bachelor of Public Administration Program in Public Administration at Buriram Rajabhat University

Abstract

This research aimed to investigate stakeholders’ needs regarding the development and revision of the Bachelor of Public Administration Program in Public Administration, Faculty of Humanities and Social Sciences, Buriram Rajabhat University. This study employed a mixed methods research design, integrating both quantitative and qualitative approaches. The research sample consisted of: 1) 11 program administrators and full-time lecturers, 2) 5 graduate employers/organizations, 3) 20 alumni, 4) 40 current students, 5) 50 twelfth-grade students, and 6) 5 experts. The research instruments included interviews and questionnaires. Data were analyzed using percentage, mean, standard deviation, and content analysis.

            The findings revealed that stakeholders expressed their needs and expectations regarding the development of an outcome-based curriculum for the Bachelor of Public Administration Program in four key dimensions. First, in terms of knowledge, graduates were expected to possess knowledge and understanding of public administration, public sector management, laws, and relevant regulations, as well as the ability to appropriately apply such knowledge in professional practice. Second, in terms of skills, graduates were expected to demonstrate competencies in analytical thinking, problem-solving, communication, information technology utilization, and effective teamwork. Third, in terms of ethics, graduates were expected to exhibit honesty, public-mindedness, responsibility, and adherence to professional ethics. Fourth, in terms of personal characteristics, graduates were expected to possess leadership, responsibility, adaptability, and appropriate personality traits suitable for professional practice and social coexistence.
