GUIDELINES FOR MANAGING AND SIDEWALK PROBLEMS TO REDUCE CONFLICTS IN USING SIDEWALKS IN BANG PHLAT DISTRICT BANGKOK

The policy of sidewalk management should organize the sidewalk to be clean and safe for people walking on it. The problem of sidewalk management found that the illegal actions of various shops along the sidewalk would try to place their products on the sidewalk to offer their products and block those selling products on the sidewalk, causing conflicts with officials and people walking on it. Another problem of management is that civil servants have limited human resources to solve the problem. And the problem of making the general public view officials in a bad way, such as strict enforcement of those selling products on the sidewalk will be seen as bullying the poor or cruelly bullying the people who earn a living honestly. This study therefore aims to 1) study the management of sidewalk conflicts in Bang Phlat District, Bangkok 2) propose solutions to reduce conflicts in sidewalk use in Bang Phlat District, Bangkok This research is a qualitative research. Data were collected by interviewing key informants, including executives of the Bang Phlat District Office, municipal officers with at least 5 years of work experience, traders, and people walking on it of 60 people.
The study found that 1) Conflict management on the sidewalk, Bang Phlat District Office must organize the area for use in an orderly manner by clearly defining the area for trading and walking, creating awareness and education, such as organizing training or seminars on the orderly use of the sidewalk, including understanding the importance of helping to take care of and use the sidewalk correctly, having channels for the public to present their opinions or concerns about the use of the sidewalk to the responsible agency, having social media to communicate about the use of the sidewalk, installing public relations signs to remind people about the correct use of the sidewalk, such as prohibiting stopping cars on the sidewalk or staying within the specified frame, the law that is enforced benefits the administrators, while the operators are unable to fully implement their power and duties, the inspection cannot be done according to the law, the operators do not have the authority to enforce the law but have the duty to strictly enforce, in order to prevent problems or wrongdoings on the sidewalk, such as placing things on the sidewalk or riding motorcycles on the sidewalk. 2) Guidelines for solving problems on the sidewalk to reduce conflicts in the use of the sidewalk in Bang Phlat District, Bangkok, found that solving problems to reduce conflicts in the use of the sidewalk can be done in many ways, such as improving the surface condition, making the sidewalk smooth and safe, without obstacles such as cracks or objects placed in the way. Research on approaches to managing sidewalk problems to reduce sidewalk conflicts in Bang Phlat District, Bangkok, has created new knowledge that is important in understanding the management of sidewalk conflicts, including approaches to solving problems to reduce sidewalk conflicts, including factors affecting wrongdoing, impacts on the public and safety, law enforcement and management, and approaches to solving problems that focus on cooperation between the government and the public. This research can be used to develop and improve strategic plans related to managing sidewalk conflicts effectively.
