Abstract

The health supplement and beauty Original Equipment Manufacturer (OEM) industry in Samut Sakhon Province has experienced continuous growth within a highly regulated institutional environment, requiring entrepreneurs to interact with government agencies in various forms. This study aims to examine the political behavior of OEM entrepreneurs, identify structural factors shaping such behavior, explore business–government relationships, and develop guidelines for strengthening constructive political participation within the local administrative context.

This study employed a qualitative research design using documentary research and content analysis. Data were collected from secondary sources, including corporate websites, industry-related articles, and publications from business organizations. The unit of analysis consisted of organizational and textual data reflecting business practices, political activities, and interactions with government agencies. Data were analyzed through systematic coding, categorization, and thematic analysis based on the conceptual framework.

The findings indicate that OEM entrepreneurs primarily demonstrate institutional forms of political behavior, particularly policy monitoring, regulatory compliance, information seeking, and interaction with government agencies. Regulatory frameworks and the institutional role of local administrative organizations emerged as important structural conditions shaping such behavior. The relationship between entrepreneurs and government was characterized by mutual dependency and reciprocity, while business networks facilitated information exchange, coordination, and collective action. These findings further suggest the importance of transparent regulatory communication, accessible consultation mechanisms, and structured channels for business–government dialogue.

Political behavior among OEM entrepreneurs is shaped by the institutional and structural conditions of the regulatory and local governance environment. Their engagement with government is predominantly strategic and economically oriented, reflecting the interdependence between business operations, regulatory requirements, and public-sector institutions. Strengthening transparent regulatory systems, inclusive consultation mechanisms, and institutionalized business–government communication can contribute to more constructive and accountable relationships between OEM entrepreneurs and local government.
