Abstract

This research aims to 1) study the current situation of human resource competence in public universities in Guangxi and 2) determine guidelines for enhancing human resource competence. This research was mixed-methods research. The sample consisted of 375 faculty members from 10 public universities in Guangxi. The research instrument was a questionnaire with a content validity index of 1.00 and a reliability coefficient of .97. Data were analyzed using mean and standard deviation. The results showed that the current situation of human resource competence in public universities in Guangxi was at a moderate level (μ = 3.86, σ = 0.57). Guidelines for enhancing human resource competence encompassed five areas, totaling 35 measures: 7 measures to develop basic competence, 8 measures to develop teaching competence, 7 measures to develop scientific research competence, 7 measures to develop innovation competence, and 6 measures to develop social service competence. The establishment of guidelines for enhancing human resource capabilities across five areas reflects the organization's management system for developing and improving the quality of individuals by strengthening potential, focusing on key competencies in using knowledge and skills to solve social problems through creative innovation to create a happy society. This is achieved through organizational plans and goals in a participatory system, integrating information technology, and a system for enhancing human resource capabilities based on stability, sustainability, and professional growth. It also includes motivation through stable welfare benefits that encompass care and increased morale in collaborative work, with a standardized and effective performance evaluation system focused on core competencies.
