ความเชื่อมั่นของประชาชนต่อองค์กรปกครองส่วนท้องถิ่น: แนวคิด ทิศทาง และกลไกการเสริมสร้างในศตวรรษที่ 21

ในศตวรรษที่ 21 การบริหารภาครัฐของไทยเผชิญกับความท้าทายจากการเปลี่ยนแปลงของสังคม เศรษฐกิจ เทคโนโลยี และการเมือง ซึ่งส่งผลต่อความสัมพันธ์ระหว่างรัฐกับประชาชนโดยเฉพาะในระดับท้องถิ่น องค์กรปกครองส่วนท้องถิ่น จึงเป็นกลไกสำคัญในการบริหารจัดการและจัดบริการสาธารณะให้ตอบสนองต่อความต้องการของประชาชนอย่างไร ก็ตาม ความเชื่อมั่นของประชาชนต่อองค์กรเหล่านี้กลับมีแนวโน้มลดลง อันเนื่องมาจากปัญหาความไม่โปร่งใส การทุจริต การบริหารที่ไม่ตอบสนองต่อประชาชน และช่องว่างในการสื่อสาร ซึ่งล้วนเป็นปัจจัยที่บั่นทอนความไว้วางใจในสถาบัน และทุนทางสังคมในระดับพื้นที่ บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์แนวคิด ทิศทาง และกลไกการเสริมสร้างความเชื่อมั่นของประชาชนต่อองค์กรปกครองส่วนท้องถิ่นในศตวรรษที่ 21 โดยอาศัยกรอบแนวคิดเชิงทฤษฎี ได้แก่ ทฤษฎีทุนทางสังคม ทฤษฎีความเชื่อมั่นในสถาบัน และแนวคิดการบริหารภาครัฐแนวใหม่ ซึ่งต่างเน้นมิติของความไว้วางใจทางสังคมความโปร่งใส และการมีส่วนร่วมของประชาชน
