Public Participation and Modern Local Governance: A New Conceptual Framework Toward Participatory Public Administration

Abstract

This article aims to analyze the concepts, roles, and significance of public participation in local governance, as well as to propose directions for enhancing participatory mechanisms in the context of modern local administration. Based on a review of academic literature and related studies, the analysis reveals that public participation is a vital component of democratic governance and good governance. It serves not only as a means of checks and balances but also as a foundation for transparency, accountability, and inclusiveness in local decision-making processes. Forms of participation range from information sharing and consultation to joint decision-making and oversight, each reflecting different degrees of citizen empowerment and trust between the state and the people.

            However, promoting public participation in Thailand continues to face several challenges, including limited access to information, weak communication channels, insufficient civic capacity, and fragmented participatory structures. To address these issues, the article proposes the development of an “Integrated Participatory Governance Framework” that combines digital participation tools with community-based engagement mechanisms. Such an approach would strengthen good governance, enhance citizen trust, and foster sustainable democratic local governance.
