Abstract

Sustainable Development has become a global paradigm for achieving a balanced advancement among economic, social, environmental, and institutional dimensions. In Thailand, local administrative organizations (LAOs) play a crucial role as grassroots mechanisms for national development. This article aims to analyze and interpret the role of LAOs in driving sustainable development within the dynamic era of public governance, integrating the concepts of Good Governance, Sustainable Development Goals (SDGs), Public Innovation, and Public Participation. The analysis reveals that achieving sustainable development requires LAOs to transform from “administrators” into “co-creators of change,” characterized by innovation, transparency, citizen-centricity, and continuous learning. The article proposes a conceptual framework titled “Sustainable Local Governance Model,” integrating Good Governance, networked public management, digital innovation, and local wisdom to guide policy development and strengthen LAO capacities toward sustainable community well-being.
