Abstract

The academic article titled “Guidelines for Developing Public Participation in Local Governance Based on the Philosophy of Sufficiency Economy” aims to examine the concepts, principles, and approaches to promoting citizen participation in the management of local administrative organizations (LAOs) through the framework of the Sufficiency Economy Philosophy. This study emphasizes the application of the principles of moderation, reasonableness, self-immunity, and the conditions of knowledge and virtue, integrating them into local governance to foster sustainable citizen engagement. The analysis reveals that current citizen participation is largely limited to awareness and providing opinions, with minimal involvement in decision-making and oversight. Therefore, it is necessary to

develop approaches that encourage citizens to actively participate in thinking, decision-making, implementation, and sharing the benefits of local development. Key components for effective participation include: (1) fostering awareness and understanding of the Sufficiency Economy Philosophy, (2) developing open, transparent, and accountable participation mechanisms, and (3) support from government authorities and local leaders to drive proactive engagement. Policy recommendations suggest integrating the Sufficiency Economy Philosophy into all levels of local administration, promoting citizens as “development partners” rather than mere service recipients, and establishing collaborative learning systems between the state and the community to create strong, transparent, and sustainable local societies.
