Integration of local development plans with regional development plans in Thai context: A Multi-level governance framework for sustainable development

Abstract

This academic article aims to analyze and synthesize the problems and obstacles in integrating Provincial Administrative Organization (PAO) development plans with regional development plans in Thailand, and to propose a Multi-Level Governance (MLG) Framework applicable to the Thai context for enhancing plan integration toward sustainable development. The article adopts a conceptual and document-analysis approach, synthesizing literature on multi-level governance, SDG localization, and decentralization together with an analysis of development plan documents at multiple levels. The analysis identifies five main problems in development plan integration: inconsistencies in planning timeframes, lack of effective coordination mechanisms, limited participation from various sectors, absence of concrete monitoring and evaluation systems, and constraints in budget and human resources. Building on the Multi-Level Governance Framework, the article proposes integration approaches emphasizing cross-agency coordination mechanisms, a centralized data platform, multi-stakeholder participation, and a shared goal framework aligned with the SDGs. The resulting framework and policy recommendations offer practical guidance for improving how Provincial Administrative Organizations and other local governments formulate and integrate their development plans with higher-level plans, thereby contributing to sustainable development and the localization of the United Nations Sustainable Development Goals within Thailand's ongoing decentralization process.
