Reforming Thai public administration towards modernization and internationalization by digital government

The development of digital government serves as a crucial mechanism for reforming Thailand's public administration towards modernization and internationalization. This academic article presents an analysis of concepts, principles, and theoretical frameworks of digital government that have evolved through four phases: e-Government, Open Government, Smart Government, and Full Digital Government. The framework adheres to the six-dimensional OECD standards: Digital by Design, Data-driven, Government as a Platform, Open by Default, User-driven, and Proactiveness. The study reveals that digital government yields benefits in enhancing service efficiency, transparency, citizen participation, and operational cost reduction. However, seven significant challenges persist: digital divide, cybersecurity vulnerabilities, resistance to change, lack of inter-agency integration, outdated legal frameworks, budget and resource constraints, and ethical concerns. The article proposes an integrated digital government development framework encompassing four key factors: cultivating digital culture, reforming business processes, expanding technological efficiency, and transforming service delivery based on user experience. Policy recommendations across three levels-national, organizational, and service delivery-are presented to drive sustainable development and elevate Thailand to global digital leadership status.
