บทคัดย่อ

บทความวิชาการนี้มีวัตถุประสงค์เพื่อวิเคราะห์กรอบแนวคิด ทฤษฎี และกลไกการเสริมสร้างความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น (อปท.) ของประเทศไทย และเสนอแนวทางเชิงนโยบายแบบบูรณาการเพื่อยกระดับมาตรฐานความโปร่งใสให้สอดคล้องกับหลักธรรมาภิบาลในยุคดิจิทัล การศึกษาใช้การวิเคราะห์เอกสารและการสังเคราะห์วรรณกรรมเชิงวิพากษ์ โดยบูรณาการทฤษฎีธรรมาภิบาล ทฤษฎีตัวแทน แนวคิดการบริหารภาครัฐแนวใหม่ ทฤษฎีทุนทางสังคม แนวคิดธรรมาภิบาลยุคดิจิทัล และแนวคิดรัฐบาลเปิด ผลการวิเคราะห์พบว่ากลไกเสริมสร้างความโปร่งใสประกอบด้วยสี่มิติ ได้แก่ กลไกเชิงโครงสร้างและกฎหมาย กลไกเชิงเทคโนโลยีดิจิทัล กลไกเชิงสังคมและการมีส่วนร่วม และกลไกเชิงคุณธรรมและจริยธรรม หลักฐานเชิงประจักษ์ยืนยันว่าภาวะผู้นำมีผลทางตรงสูงสุดต่อความโปร่งใส ขณะที่การมีส่วนร่วมของประชาชนมีผลทางอ้อมสูงสุดผ่านวัฒนธรรมองค์กร โดยปัจจัยทั้งหมดอธิบายความแปรปรวนของความโปร่งใสได้ร้อยละ 82.70 ความท้าทายสำคัญ ได้แก่ วัฒนธรรมอุปถัมภ์ ช่องว่างสมรรถนะดิจิทัล และการมีส่วนร่วมของประชาชนที่ยังเป็นเชิงพิธีการ บทความนี้จึงเสนอกรอบนโยบายบูรณาการที่เชื่อมโยงการปฏิรูปโครงสร้าง การพัฒนาศักยภาพบุคลากร การสร้างวัฒนธรรมองค์กรโปร่งใส และการประยุกต์ใช้เทคโนโลยีดิจิทัล เพื่อขับเคลื่อนความโปร่งใสให้เป็นกลไกหลักของธรรมาภิบาลท้องถิ่นไทยอย่างยั่งยืน
