Abstract

This article analyzes conceptual frameworks, theories, and mechanisms for enhancing operational transparency in Thailand's Local Administrative Organizations (LAOs), and proposes an integrated policy framework aligned with good governance principles in the digital age. The study employs documentary analysis and critical literature synthesis, integrating six theoretical perspectives: Good Governance Theory, Agency Theory, New Public Management, Social Capital Theory, Digital Era Governance, and the Open Government concept. Four interrelated transparency mechanisms are identified: structural and legal mechanisms, digital technology mechanisms, social and participatory mechanisms, and ethical mechanisms. Empirical evidence confirms that administrative leadership exerts the highest direct effect on LAO transparency, while public participation produces the highest indirect effect through organizational culture change, with all factors collectively explaining 82.70 percent of transparency variance. Key challenges include patronage cultures, digital competency gaps, and citizen participation that remains largely ceremonial. The article concludes by proposing an integrated policy framework linking structural reform, personnel capacity development, transparency culture-building, and digital technology application to institutionalize transparency as the cornerstone of sustainable Thai local governance.
